I am writing to you on behalf of the RTI Activists Association, Assam.
Please find attached herewith a formal complaint along with supporting documents, seeking an immediate High- Level Vigilance Inquiry, registration of an FIR, and recovery of misappropriated public funds amounting to Rs. 20,59,27,036.50 (Rupees Twenty Crore Fifty-Nine Lakh Twenty-Seven Thousand Thirty-Six and Fifty Paise only) regarding gross financial irregularities and defalcation in the Mising Autonomous Council (MAC), Gogamukh. This complaint is based on the official findings detailed in the Statutory Audit Report of the Directorate of Local Fund Audit, Govt. of Assam, for the Financial Year 2019-2020 (Letter No: DAAUDIT-III/85/2022-23/2, Dated: 04.08.2022). The key anomalies highlighted in the complaint copy include:
1. Expenditure without Budgetary Approval and Financial Discipline.
2. Un-reconciled discrepancy of Rs. 9,35,05,776.50 between Cash Book and Bank Balance.
3. Unvouched and bogus expenditure of Rs. 10,00,00,000.00 under the Tractor Distribution Scheme.
4. Doubtful procurement of Tarpaulins amounting to Rs. 98,99,340.00 without statutory invoices.
We earnestly request your esteemed office to initiate a time-bound inquiry and take strict punitive action against the erring public servants and contractors as per the law.
A certified copy of the 73-page Statutory Audit Report has been attached to this email as Annexure-A for your immediate perusal.
