I am writing to you on behalf of the Right to Information Activists Association (RTIAA), Assam, to submit a formal complaint regarding persistent financial irregularities, corruption, and violation of the 3-Year Tenure Policy within the Juria Development Block, Nagaon District.
We had previously communicated regarding these issues; however, I would like to rectify certain details regarding the concerned officials to ensure prompt and accurate administrative action.
The officials currently violating the tenure policy and involved in irregularities are:
Smt. Rinika Saikia, Assistant Accounts Officer.
Sri Rajib Das, Assistant Block Development Officer (ABDO).
Sri Ikbal Hussain Chowdhury, Junior Assistant.
Key Allegations:
Violation of Tenure Policy: These officials have been posted in the same block for 4 to 8 years, facilitating a nexus with vested interests.
Financial Irregularities: Misappropriation of 14th/15th Finance Commission funds, PMAY-G scheme funds, and Block Emergency Funds.
Administrative Arbitrariness: Irregular distribution of charges (specifically regarding Accounts Officer responsibilities) and lack of transparency.
We have attached the detailed complaint (Ref. No. RTIAAA/CGS/PnRD/Juria/2026-27/003, dated July 7, 2026) along with necessary evidence, including the 2023 Staff Attendance Register.
Our Prayers:
Immediate transfer of the aforementioned officials.
A high-level independent audit of all funds utilized during their tenure.
Strict disciplinary action as per the Assam Services (Conduct) Rules, 1965.
